67th ANNUAL GENERAL MEETING OF THE ROYAL SIGNALS ASSOCIATION
SATURDAY 24th MARCH 2012
General.
1. The 67th RSA AGM will be held in the Carisbrooke Hall of the Victory Services Club, 63/79 Seymour Str, London W2 2HF on Sat 24 Mar 12. A map showing the location is attached.
2. The purpose of this letter is to provide addressees with as much information as possible and to ask for returns to be made to Assn HQ showing everyone who plans to attend. Early and detailed replies by 1 Mar 2012 will be most helpful and much appreciated. NIL returns are required.
Programme.
3. Timings are as follows:
a. 0930 - 1030 hours - Assemble. Coffee.
b. 1030 - 1300 hours - AGM.
c. 1300 hours - Buffet lunch and bar open.
The Association must clear the room by 1400 hours.
Agenda.
4. The agenda for the meeting is attached at Annex A.
5. Any matter, which branches wish to raise in respect of any agenda item, including “Any Other Business”, must be received in Assn HQ by 1 Mar 12, to allow time for addressing. All items must be accompanied by a full description of the subject to be discussed or resolved. Any proposal, which affects Association Rules, must be received by 1 Feb 12, in order to allow time for circulation to all branches for their information. Matters raised from the floor of the meeting without the above prior notification may not be addressed.
Attendance.
6. There is no limit as far as attendance is concerned and all members who are able to attend will be very welcome. Indeed the Rules of the Association require at least 50% of Branches are present in order to achieve the necessary quorum and therefore it is very much hoped that the meeting will be well supported.
7. While there are no restrictions on the number of members who may attend, expenses will be allowed in respect of 1 member per branch only. These expenses are described at para 10.
Attendance proformas.
8. Attached to this letter at Annex B, is a proforma, which must be completed by everyone who plans to attend (branches with more than one member attending may enter all names on one form). Amendments can be made up to the week before the meeting, but the information contained in the proforma is used to calculate the seating and catering requirements. It is therefore particularly important that the proformas are completed and returned on time (by e-mail is acceptable).
9. Branch Secretaries are asked to consolidate and return attendance proformas to Association HQ by 1 Mar 12. If a branch cannot be represented, a NIL RETURN should be submitted.
Expenses.
10. The following expenses will be refunded for ONE member per branch only:
a. Return rail or coach or air fare at cheap day/economy rate. Savings may be made by booking in advance and those travelling by rail should take maximum advantage of such offers. Under no circumstances will the cost of a “Standard Open return”, two x single journeys or other expensive alternative tickets be met. Or:-
b. Motor mileage at the public transport rate as published at the time of the meeting. The journey should be by the shortest route. Car parking and taxi fees, plus the London congestion charge will not be met.
c. Vehicle passenger allowance for one passenger only at the rate as published at the time of the meeting.
d. For those branches more than 100 miles from London:- Overnight accommodation for the night of Fri 23 Mar only. The refund will be up to a maximum of £50.00 towards the cost of a room in the Union Jack Club and the Victory Services Club. Early booking of accommodation is strongly recommended. Victory Services Club 0207-723 4474. * N.B. only the maximum of £50.00 will be repaid, even if a double room is booked due to no single rooms being available. Receipts are required in support of all claims.
11. It is regretted that the repayment of expenses cannot be extended to more than one member from each branch, but in keeping with tradition, morning coffee and a buffet lunch will be provided free of charge for everyone who attends. N.B. Claims will only be met if prior notification of attendance at the AGM is given to Assn HQ. Due to several spurious claims being submitted previously, travel and accn receipts must accompany all claims.
12. The form at Annex C must be used when claiming expenses. The Corps Accountant will refund expenses by cheque upon receipt of the necessary claim form after the meeting. Claim forms may be handed in at the meeting or sent to Association afterwards, they should not be sent to Assn HQ before the meeting.
13. Curry Supper. The Chairman of the Royal Signals Association cordially invites each branch to send up to a maximum of TWO representatives to an informal curry supper in the Victory Services Club on Fri 23 Mar 12 assembling at 1900 hours. The name of the branch representative(s) should be indicated on Annex B. It is regretted that, due to the size of the room, there is a cap on the numbers attending, hence only up to two representatives from each branch.

Dear all. Such was the esteem held for Gen Boyle, that we have received numerous requests asking where to send letters/cards of condolence to his widow, Ann. Anyone wishing to send a card/letter is asked to send it to Mrs A Boyle, c/o RSA, Blandford Camp, Dorset DT11 8RH. We will ensure that it gets to Ann. No funeral details yet, but will info everyone when known. Ann has asked if branch standard bearers could attend as Gen Tony held them in high regard.

Dear all. It is with a sad heart that I have to inform you that Major General Tony Boyle CB died last night. General Tony was a former Signal Officer in Chief (Army) and was Chairman RSA 2001-2006. We do not have any details of the funeral service yet, but it is likely to be around 18 November in Wales . When we publish the funeral details, those wishing to attend will be asked to give their details to Maj Ian Greig (Assistant General Secretary) as the church couldn’t possibly hold all those who would wish to pay their respects.

Dear all. Many of you will have heard by now that the Blandford Camp accommodation, usually offered to RSA members at reunions, has been condemned. There are no plans for it to be replaced. Unfortunately this means that there will be no accommodation on Camp for our members for 2012 and future reunions.
Every alternative has been explored, but without success. Whilst caravans, campervans and tents will still be welcome, it is regretted that members will have to make their own accommodation arrangements for the reunion weekend.
It is hoped that as many branch standard bearers as possible will continue to attend the reunions and to assist, Assn HQ is prepared to grant up to £50.00 per standard bearer to help with his/her local accommodation costs for the weekend. This grant is dependant upon the standard bearer taking part in the Saturday afternoon arena display and the Drumhead Service on the Sunday morning. There is no obligation to participate in the Standard Bearers’ Competition, which will only continue if there are sufficient entrants. Claims for this grant should be made after the reunion and be supported by a receipt.
A list of local accn is available from Assn HQ, although the details are from last year. It is hoped to update these details when the North Dorset Tourist Board issue their 2012 local accn brochure, hopefully early in the new year.
The full instructions for the 2012 reunion, which will be held on Blandford Camp over the weekend 23-24 June, should be available in February.
